TA Summary and Upcoming Info Sessions
On May 14, we reached a Tentative Agreement (TA) with the County after a lengthy and rigorous fight for a FAIR and STRONG contract. Your bargaining team recommends a ‘YES’ vote. This TA represents numerous wins related to our priority issues. In addition, we were able to fight off nearly all of the County’s proposed takeaways.

Upcoming Info Sessions (June 2)
We invite you to join the upcoming info sessions (virtual or in-person) to learn more about our TA, ask questions and provide any feedback you may have.
When: June 2 (Tuesday) at 11 am and 7 pm (these will be 1-hour sessions)

Electronic Voting – A Brand New Opportunity
For the first time ever, you will be able to vote electronically for your WSNA Contract. This makes voting quick, easy and accessible for members. Voting will begin June 2 (Tuesday) at 8 pm and end on June 3 (Wednesday) at 8 pm.
Here’s what you need to know:
- Voting will take place electronically via Election Buddy. You will receive a unique ballot link sent to your email at the start of the voting period. The voting period will be from June 2 (Tuesday) at 8 pm to June 3 (Wednesday) at 8 pm.

CHSS Grievance Update
On August 22, 2025, Arbitrator David P. Beauvais sustained the Union’s grievance regarding the conversion of PHSS positions into CHSS positions. He provided the following grievance remedy:
Remedy
As remedy, the County shall cease and desist from creating any further CHSS positions that replace PHSS positions. The Union also requested that all the newly created CHSS incumbents be immediately required to obtain a nursing license or ‘be replaced by an employee holding’ a license. Rather than immediately vacating these positions, the County has up to 120 calendar days to do so. This is to mitigate any negative impact on the clinic operations and to ensure an orderly transition. The parties are directed to work cooperatively during that period to replace the vacant positions.
The County unsuccessfully challenged the Arbitrator’s decision.
This week marks the agreed upon deadline for the County to be compliant with the Arbitrator’s directives regarding the CHSS positions. As you know, the County has taken a position that there is insufficient funding to restore the PHSS positions. Instead, the County has crafted a plan to redistribute that workload resulting in a negative impact to the current PHSS group.
On May 21, WSNA Labor Counsel Juliana DeFilippis sent a Request for Information (RFI) to the County to determine compliance with Arbitrator Beauvais’ award. Juliana also sent a Cease and Desist related to comments made by County representatives about implementing the Arbitrator’s award:
‘..the Union has been informed that County representatives are making comments regarding the PHSS' new workload. These comments are to the effect of blaming the Union for this increased workload. To be clear, this increased workload is due to the County's failure to fill the vacant PHSS positions - as required by the Arbitrator's award. These comments convey a message of retaliation for our members' Union activity (defending their work jurisdiction through a successful arbitration). Please cease and desist from making these retaliatory comments. I would appreciate confirmation that the County will cease making these comments.’
