WSNA and Evergreen reached a settlement on a ULP filed against Evergreen Health. This settlement includes PERC training for union nurses as well as for management at Evergreen Health, as well as additional commitments from your employer that secure your union rights. This is a huge win and was achieved with the participation of nurses like you!
Please see the full agreement below.
PERC Case No. 139227-U-24
Washington State Nurses Association (“WSNA”) and EvergreenHealth (collectively “the parties”) have agreed to resolve PERC charge No. 139227-U-24 as follows:
The parties agree to a one-day (up to eight hours with one half hour unpaid meal period) training by PERC on collective bargaining and the labor relations relationship, including grievances and ULPs, to be held on a mutually agreeable date in 2025
The Union attendees will include the WSNA Nurse Representative for EvergreenHealth and up to 25 Evergreen Union-represented nurses. The Employer will release bargaining unit attendees and will pay up to 17 of those nurses to attend the training. If there is an unforeseen emergency preventing the majority of participants from attending or being released from work, then the training will be rescheduled to another mutually agreeable date and time.
The Employer attendees include the leaders on the Hospital Staffing Committee, including the Chief Nursing Officer, all HR Business Partners and the Director of Labor and Employee Relations (total 18 attendees).
The parties will work with PERC on the content of this training, a part of which will be to encourage the parties to resolve issues at the lowest possible level, including but not limited to through the CBA grievance procedure.
The Union will withdraw the ULP complaint (139227-U-24)
Within 14 days of the last signature on the settlement, the Employer will email to all bargaining unit employees a message that includes but is not limited to:
The agreed upon email content is appended as Appendix A.

In order to resolve an alleged unfair labor practice, EvergreenHealth and WSNA have agreed to a joint labor relations training session facilitated by the Public Employment Relations Commission (PERC), which will take place in 2025 and include up to 25 Registered Nurses. EvergreenHealth will be asking participants to report back to their units on key learnings.
If you have any questions about this upcoming training or are interested in participating, please contact [current representative], WSNA Nurse Representative, via email at [insert email address].
WSNA has the right to choose its own bargaining unit representatives and to operate free from control or interference from EvergreenHealth in its internal affairs. If you feel that your employer is not meeting these requirements, have concerns about your unit, or have questions about your contract, please contact your nurse Rep, Brenda Balogh at bbalogh@wsna.org.

Save the date for the 2026 WSNA Union Leadership Conference.
If you find yourself in a situation that you believe creates unsafe conditions for patients or for you, you should complete a Staffing Complaint / ADO Form as soon as possible.
By completing the form, you will help make the problem known to management, creating an opportunity for the problem to be addressed. Additionally, you will be documenting the facts, which may be helpful to you later if there is a negative outcome.
WSNA also uses your ADO forms to track the problems occurring in your facility. When you and your coworkers take the important step of filling out an ADO form, you are helping to identify whether there is a pattern of unsafe conditions for you or your patients at your facilities. This information is used by your conference committee, staffing committee, and WSNA labor staff to improve your working conditions.
As a union member, you have the right to have a representative present in any meetings with management that could potentially lead to disciplinary action against you.
If called into a meeting with management, read the following to management when the meeting begins:
If this discussion could in any way lead to my being disciplined or terminated, I respectfully request that my union representative be present at this meeting. Without representation present, I choose not to participate in this discussion.
Find out more about this crucial right and how to exercise it to ensure your fair treatment and protection.
